    I am thinking of purchasing a new video card ..but I don't have a lot of money and I had found

    i would say buy better cards. those aren't great for games if that is what ur looking to upgrade.

    Both those cards are pretty much crap and a waste of money. Save your money for something better.

    I don't think spending 50 dollars on a video card would be considered an upgrade. Just wait till you have 100 dollars or you will be upgrading soon enough with another 50 dollar board.

    I'm with these guys with choosing a better card to upgrade to, even with it just being for Star Trek Online.  But to answer your question: if the card is not designed to have a fan, it's a non-issue. 
    Edit: the card MrKlorox linked to would work like a charm for what you want to do.

    yeah the problem is I don't have the money right now and I just want to play this game.. i don't play any other games on my PC besides CS;Source  and Diablo 2
