The PC (Personal Computer) is a highly configurable and upgradable gaming platform that, among home systems, sports the widest variety of control methods, largest library of games, and cutting edge graphics and sound capabilities.
I don't think spending 50 dollars on a video card would be considered an upgrade. Just wait till you have 100 dollars or you will be upgrading soon enough with another 50 dollar board.
I'm with these guys with choosing a better card to upgrade to, even with it just being for Star Trek Online. But to answer your question: if the card is not designed to have a fan, it's a non-issue. Edit: the card MrKlorox linked to would work like a charm for what you want to do.
yeah the problem is I don't have the money right now and I just want to play this game.. i don't play any other games on my PC besides CS;Source and Diablo 2
