In Grand Theft Auto III we are told by Ray Machowski that Phil lost his arm in the war, making him more respectable as a war veteran. However, in Vice City phil blows his arm off by a homemade bomb under the influence of homemade moonshine.

Phil Cassidy in Grand Theft Auto: Vice City and Vice City Stories is voiced by Gary Busey.
In Grand Theft Auto III he is voiced by Hunter Platin.
