Pokemon Emerald is set in the land of Hoenn and is the remix of Ruby/Saphire.

Plot

Pokemon Emerald is the remix of Ruby/Saphire is the same way that Crystal previous was to Gold/Silver. What this means from the players point of view is that while you are battling against both teams Magma and Aqua to save Hoenn from their nefarious plans all while trying to battle your way through the cities gyms as you work your way toward the Elite Four in the hopes of becoming Pokemon Champion

Gameplay

Emerald offers the same classic gameplay that you get with every Pokemon title. What it delivers over and above this previous generations offerings are new areas such as the Battle Frontier, an area that offers champions even more replay value and prizes, and extra link modes. Beware though as the extra multiplay modes requires the infra red attachment for the GameBoy SP.
Aside from that the game differs from Ruby/Saphire in several minor but not inconsequential ways. The types and availablility of Pokemon has been tweaked as have several key encounters like the Elite Four. There are more gameplay features like Match Call and double battles. Plus the inevitable Legendaries are somewhat altered.

Legendaries

The Legendary Pokemon available without special events are:
Rayquaza, a Dragon/Flying type at level 70.
Groudon, a Ground type at level 70.
Kyogre, a water type at level 70.
Latios/Latias, either of these Dragon/Psychic types at level 40.
Regice, Ice type at level 40.
Regirock, Rock type at level 40.
Registeel, Steel type at level 40.
