There are games where you play as criminals and games were you play as soldiers but not as many games in which you play cops. Why is this?

Cops are dirty (GTA: San Andreas) or the game sucks when you are a cop (True Crime).

What, an honest cop that sits at a desk or hands out tickets? Because that's boring. The only game that I can think of that did this was Indigo Prophecy and it only got away with it by being a story-driven game.

@MeetThePyro: Yeah, but he went around shooting dozens of people. I wouldn't call that a conventional cop.

It's not as exciting unless you exaggerate the hell out of it or create a bizarre circumstance for the role. Those games do exist though. Some examples are Heavy Rain, Starsky & Hutch, Dead To Rights, True Crime, Max Payne, The Getaway, Crackdown, and APB.

Lol. Crackdown didn't really make me think of the local red & blue from my town. Heavy Rain is the only game I can think of, and even then you had those awesome gadgets and were in the FBI.

The only thing I could think of was the Police Quest series. Those games were alright but the driving portions were dumb as hell.

Also, what about N.A.R.C.? Were those guys cops, or were they some other type of agent? Chase HQ maybe?

Because game developers don't know what it's like to be a cop, whereas they are intimately familiar with the criminal underworld. :P

They were NARCs. Narcotics officers. So I guess that's the closest decent example out there. Still, though. That game was tooooo bad, it shouldn't count.

@FunExplosions: When I played Crackdown all I did was parkour, which truly compliments the point of not representing cops. But its in the lore I guess

Don't forget the Condemned games. Those sort of qualify. Or, since we're going that direction, the ultra-crappyCSI titles.

    @MeetThePyro:
I feel like my generalization is pretty much being in law enforcement. When you play a war based game, your characters rank never really matters, you are basically a one man army. So I feel that generalization applies to my listing of people that are cops, and people you might find in a police station.

Also, Jim Walls, the guy who created the first three Police Quest games, went on to make another police-themed adventure game for another company called Blue Force. I never played it because I was a Sierra/Lucasarts snob back then.

    Also, would Robocop games count?

I think, like Geno said, a true, realistic portrayal of a cop would mean lots of time spent doing nothing. Waiting and watching for something to happen, then attempting to find a peaceful solution to the conflict doesn't make for action game material. So when devs do the cop game, they're either undercover, have superpowers, or somehow end up fighting ghosts, zombies and dragons in Los Angeles.

One of the SWAT games I played years ago seemed like a fairly realistic depiction of what one might expect a swat team to encounter going into those crazy situations, but as far as an average beat cop, there wouldn't be a whole lot to the game, as far as gameplay or variety in the activities. It seems people prefer to either play as a full-on criminal, a reluctant criminal, or an anti-hero who follows no orders. Cops can work as main protagonists, but I think it has to be a heavily story driven, linear experience to actually hold your attention and still be fun. APB could be fun, but even then, it's going to be an over the top, exaggerated experience.

Urban Chaos Riot Response, i love that game but its the poorest example now that i think about it Haha.
Other then that Condemned lets you use some tools to investigate crime scenes and such.

When you play cop, your usually a dirty cop or a specialty role like detective , SWAT, or Narc.

I think it would be interesting if they made a game where you play a regular cop.  People don't really like the cop missions in GTA, but if they were expanded and were more detailed, I think it could work.
