I have Pokémon emerald and sapphire that I got when they first came out and they both have AGB so just because it has AGB dose not make it fake

I breed a staryu and I got it to level 12 and tried to use a water stone on it but says its unable to use it but my level 40 can can any boady why that is in other game I was able to get a level 1 staryu to evolve
