I think it has always been ~£40 for brand new console games. Although I think now that the RRP is 50 but no where ever actually sells them at that. The most is 45.
PC games rarely breach 30. And then you'll pay that if you're a fool and don't shop around.

If by 3D you mean Stereoscopic 3D then my answer is no. I would buy the game and play it in, technical, 2D, on the other hand.
