Oddly enough, after thinking about it, I'm still more upset about the recast VOs than the region locking, but that's probably because I live in the US and don't import.
Actually I'm a little surprised at how forthright they were about why it's happening. I mean, we didn't hear the specifics, but I was expecting a "We can't get into the reasons behind this decision," and that would be the end of it.
Must suck to be Atlus USA right now. A decision that was seemingly out of their hands earning them a bunch of negativity in the lead up to what seems like one of their biggest titles. Ouch.
It's been said before, but it's pretty weird that no one in the entire history of the PS3 has actually taken this option before now despite it apparently being an option. It's also weird that the one to finally pull the trigger is Atlus, a small company that seems to get by largely on the goodwill of its fans.
Still, Atlus has yet to give a detailed statement to calm people down a bit.
An Atlus employee on Neogaf mentioned that they were planning on having an official statement soon, but Aram is currently busy at Evo, so it might take a little longer than they'd like. Apparently they weren't planning on some guy on the forums spilling the beans beforehand.

First ever region locked PS3 game and it had to be Atlus doing it with a potentially excellent fighting game like Persona 4 Arena...
I know, right? It sucks seeing the negativity around a game that I'm so excited for.
The story is the main reason I'm interested in the game (or rather, the characters are), so I hope it's quality. 30 to 40 hours seems like a pretty darn good length, it's more than I was expecting.
it means "naoto with a dick". if there is some dark part of you that wants to see a female japanese cartoon shoving a bead covered penis into the butt of a male japanese cartoon, bocam can hook you up.
NO WHY'D YOU SAY IT I DIDN'T WANT TO KNOOOOOOOOOOW!
Yep. Instead of Naoto being a cool detective that wasn't sexualized in P4, we now get sexy fan service that ignores who Naoto actually is. Thanks Japan.
I know, right? Ugh. Thankfully, it's pretty easy to ignore this thing. Long as it doesn't start infecting the actual games, it should be alright.
Also, I'm very glad I don't know what "futa Naoto" means.
