I'm guessing they are waiting that long so they can charge another $60 for a "full featured" game and not just $30-$40 for an expansion. 
 
That and Blizzard do have a lot on their plate. They need to hire another 50 member team with all the money they are making. (WoW at 12 million subs)

I've noticed it too, when another player was host. Probably connection issues.

It depends what I'm losing at. SC2 for example, I don't expect to win every game. As long as I go 50/50 I'm fine.
A 5+ losing streak makes me rage at Blizzard to fix the matchmaking system. 
 
FPSs are another type I don't mind going 50/50, but if I go 12-32 in a game, I rage quit.
