You don't need the second controller. Sony has stated that you can use the Sixaxis/Dualshock 3 instead of the navigation controller. A bit less ergonomic, but much more cost effective.

 I used it for about half a year while my PC was suffering from a catastrophic hardware kaboom. It was nice to have the backup.
