I'm more of an RPG person, so my opinion will be very biased.
If you are into RPGs, I suggest you to get one. In my opinion, the consoles this gen didn't have a whole lot of RPGs, especially good ones... but on the other hand, the handhelds had a wide variety of them and also, in great quality. PSP had great titles such as the strategic RPG Joanna D'arc, FFTactics remake, and JRPGs such as Crisis Core and Y's 7. It also had a nice cross-genre like Dissidia. Action games are not my area of expertise but I know for a fact MGS games and God of War are also great additions to its library. On the racing front, definitely get Gran Turismo.
Er... not really. He looks like he just came out from a rave party... XD Seriously though... I'm not sure what on earth made them go for that kind of look. Very inconsistent with the previous games.
Amazon and Gamestop if really in a urge to get a game; for used ones I look first on places like CD Tradespot and other non-GS stores... if I can't find anywhere, then I look for it on ebay.
A game I truly regretted buying was Heroes of Mana, for the DS. It seemed like another awesome Mana game... until I realized it didn't have options to change the screen for left-handed people. There was no way I would train my right hand just to play that game. Being an active strategy game, the stylus was essential to play so... yeah, nope. Sold it back the next few days.
