Battlecruiser 3000AD is an infamous example from 1996, released as a buggy mess when Take-Two decided to send off one of the unfinished milestone builds off for production against the developer's will. It took the developers two years before they had patched the game to a working state, at which point they published the game for free on their website.

Boiling Point: Road to Hell (2005) and Söldner: Secret Wars (2004) were also released in a terribly buggy state. I seem to recall reading something about one of them having enemies that would constantly ram their vehicles into trees and explode, as well as people and animals regularly floating around in the sky, but I'm unable to find that particular review.

I do know that Boiling Point was even less liked by critics once it had been patched, since the glitches had apparently been the most enjoyable part of the game.
