It's more about if the new pokemon are serviceable. In diamond/pearl the only fire type before you beat the Elite 4 was Ponyta and the starter. Stuff like that. They already confirmed a pretty awesome fire pokemon, though.
That's how Diamond and Pearl was to some degree. Besides some evolutions that existed before hand like Roselia, and some ones like Ponyta, it was all new.
