It's a factor of how much of a game's online service you consider to be part of the game. On one hand I feel that if they gave the game a 9.5, then that should stand regardless of if the servers are broken or not. If the game itself is a 9.5 then the game is a 9.5 and that's all there is to it. On the other hand though, games are becoming more and more like services, and all the stuff that comes with that probably should be included in a review score.
With a game like this that's dependent on its online service, they absolutely should have waited. And changing the review score down to a 4 is insane. Why even write reviews if you're just going to change them at will?
EDIT: Someone posted this a gif that sums this up pretty well on the page for the review: http://i.imgur.com/0G8OrgY.gif
