Might be cool? I think a Splinter Cell/Ghost Recon type of game would make more sense for GITS.

I'm genuinely surprised that this is going to be a Steam release. I feel like Don Matrick wouldn't have gone for that or forced to be a Windows Store game.
I really REALLY hope Robin gets more than just a cameo (loved the DLC for City) and Nightwing also gets a scene or two. This is obviously an all hands on deck finale, and it seems like Babs will be in it more.
