Dota is easier to get into. You already know and understand Steam, it's a usually download and free. Not to mention constantly promoted through steam.
And I'm sure it's more of a culture thing. A handful of reporters get into the game, get their friends into the game, and the domino effect continues. So it probably occurred naturally like sometimes just happens with games.
I assume when you sign up to the site you approve a user agreement absolving CBSi and GB of legal fault. So if you set up a drug deal or post personal information that gets stolen, CBSi nor GB would be liable for any damages, criminal or otherwise.
As for who owns the content posted on the forums. I bet the GB staff would say that's all yours, but legally I bet CBSi would say that's all theirs. They own the serves, or at least rent them, and store all this information at their expense.

I had this very discussion with my roommates about a year ago and they were SHOCKED I went through the fly.
I asked them what else that was used for and they only could say it was there to aid in putting on pants. I just don't understand since through the fly is incredibly convenient and quick. I don't anything out there longer than need be.
My dad loves Superman, so when he and I spotted that game little would restrain us from buying the game. To this day I've never beaten the first level.
