You do have an option to turn them off. Just turn off notifications and that stupid little fucking thing will never pop up again. That's what I do and I have no idea what my gamerscore is, or how many points I'm missing from whatever game.
Lol, my only opinion is that Justin Bieber is a fucking worm, but he's also a one hit wonder worm so he'll fade into obscurity soon enough. Therefore, I do not care.
However, if I find it funny, I will totally be a prick and hate on Bieber fans to amuse myself. I am a sad sad little man, so I will do what provides me with joy.
Oddly enough, I get a STRONG Dark Tower vibe from it. Mojave desert, post-apocalyptic wastelands, gunslingers... Okay maybe it's not that odd, but it was unexpected!
