Interesting, either that's worded exceptionally badly or Dave Jones' answer in the interview was incorrect (which I consider unlikely).
I'm gonna stick with my original explanation where each 'instance' of 'The City' will hold 100 players (though it looks like I should have said 'instances' instead of 'servers)'. I don't think one 'Action District of 100 players' will be physically joined to another, different 'Action District of 100 players' - I believe they will be replicas (near enough) of the same place which you will be able to switch between from a menu / drop down.
I hope I'm wrong though, because the FAQ answer sounds about 1000 times better.
