Yeah, during the later parts of that sequence, I was convinced that they were doing another movie shoot, this one with better production values... I lost it when I got to the end and realized that, no, that was actually canon. That happened. The man rode a motherfarking missile and landed in the motherfarking Oval Office. That was a thing.

One of the FAQs suggests unplugging and replugging the controller while the game is running. Other than that, I don't know what to tell you, unless you have a chatty mouse. (There are a few mice that constantly generate mouse-moved events in Windows, rather than only sending events when the mouse actually moves. This is problematic for a variety of reasons, but it especially effects games like Saints Row that support both mouse/keyboard and controller, and that pay attention to the most recent device to generate input; since the mouse is constantly generating input, the controller gets shouted down.)
When passport confiscation becomes an option, you'll see a handle appear at the bottom middle of the screen. From then on, when you want to confiscate a passport, drag the passport down to that handle; a window will appear on the screen, representing the drawer. Now just release the mouse button. The passport will now be shown as an envelope in the drawer. Click on something else (anything else), and the drawer will shut. A piece of paper should have appeared when you put the passport in the drawer; pretend that piece of paper is the passport -- put the necessary stamp(s) on that paper and give it to the applicant.
If for whatever reason you need to confiscate the passport and detain the applicant, don't forget to do it in that order -- confiscate, then detain.

'Okay, I'll sit at the computer and spread out the documents as soon as I can. I'll check the stuff on the passports; you check the work permits; you check the identity supplements.
