Train up to the Drake and Raven for easy mission running. Shield tanks + missiles will take care of you up to lvl 3. You can solo lvl 4 missions but it can get crazy. Drones help too.

There was a game called SuperPower quite a few years back that was similar to Supreme Ruler. Basic graphics and all that. When I played it it was a little too complex for me. I'll have to dig it up and try it again.
