The reason for the chatting and friend notification/message rules is because it will be broadcasted on tv they don't want people's names appearing who aren't playing, and they don't want someone to say something or receive a message that is obscene since they will be broadcasted live. There have been instances of stations being fined for that happening during live brood war events where progamers play on battle.net to show off.
If you want to get better from watching videos I totally agree about sticking with Day[9]'s videos. After listening to his analysis of matches I can't even listen to audio on HD or Husky videos because their commentary is so bad.
