Depends on how long their going to run this for, In the short run Steve will win, but in the long run Kessler. Steve all in with his resources and will get quick returns, while Kessler is slow but organized.
I think you should play Deux Ex 1 first, to get a reference of the sort of style of gameplay. Visually and control wise, Deux Ex its definitely dated but the game had great potential and was high concept for its time. it might be easier to go from 1 to revolution?
