I wonder if that's necessary. To put that much memory on the actual device just to store level data would probably be prohibitively expensive (people are already complaining about the things costing $8!)I'd settle for an entirely new IP so long as there was actual data on the toys so you could eventually get more levels, characters etc than was on the disc.
I don't see a problem with the shipping game disc having extra content already on there that they will sell in the future. There's really no difference between that and them having DLC already produced for the game and waiting to release it until the time is right.
Skylanders was in development for a long time - a lot of that time was spent building out all of these 'extra' levels and characters so that when the game ships, all that data is already on the disc. There's nothing wrong with them wanting to charge extra for that content because that was the intention from the beginning. The entire game is delayed release in order to get all that extra stuff on there.
I think Skylanders is a great IP with interesting characters and I am excited to see where they take it.
