yh did the mobo bios and the gpu has latest drivers

The thing is i installed the GPU in an another PC and it worked fine on that got full 7.9 scores on the windows experiance index. 
 the pc i used  was :
 
Processor : AMD phenom 2 X4 965 (3.2 ghz)
Motherboard: M4N89GTD 
Ram 4gb 1600 mhz  
PSU: 750W  
 
i have actually tried another 6970 in my pc this did not work .. .. .. ..
i even went as far as to update the bios on my mobo (crosshair IV) and this did not fix the issues.

Just  got this card today, and it seems to be underperforfming against   my previous card -- the XFX Radeon HD 5830 !!! 
 
i looked at CCC  and i seem to be running at 250 Mhz  Core Clock Speed and 150 Mhz Memmory speed! 
 
windows experiance index gave it a 6.7  when my previous 5830 was actually 7.6 ¬¬ 
 
not particulary happy about paying £280 for a downgrade, but im sure something is wrong.
 
my Specs are :
 
Mobo: Asus Crosshair IV Formula 
Ram : 4gb 1600 mhz
HDD: 4x Seagate Barracuda Raid 0 
 PSU: XFX 850 W Black Edition 
 GPU: XFX Radeon HD 6970

I  just baught bad comany 2 on steam because of the steam sale, now i was i wondering if i baught the veitnam expansion from the EA store (digital download), as its cheaper there,  would they work together ???

three easy steps :
1. before turn brake a little bit .
2. drift a bit during turn .
3. nitros out to straighten up and gain speed.
use the above steps and you  cant go wrong :)
(assuming u remember to use the accelerator in the straight bits)
p.s. hitting the traffic is a BAD thing ! ... who knew right ? :D
