Nope. I played GTA4 from beginning to end on a 4 year old PC. It got a little choppy sometimes, but it was playable and it looked good (better than console versions). I just built a new PC a couple months ago for $1000 and it maxes out Episodes from Liberty City at 60 FPS.
ATI user here and the performance is fine for me. I have every setting at max except for depth of field and ambient occlusion which are turned off and my frame rate is smooth.
The DX11 benchmark is crazy intensive. Haven't tried the DX9 one yet, but one guy got 120 FPS with an HD 5970, so something like an HD 5870 should get 60+ FPS easy.
