Because Treasure Box editions are a Koei Tecmo Japan thing, and I don't believe any Treasure Box edition of any of their games has been released in other territories.

It doesn't seem to work so well for people outside of the industry trying to get in though.

I'm well aware and with you on this. Unfortunately, that doesn't change the situation. It works for those in the industry, and they're the only people capable of changing things.
