This article by Hardcore Gaming 101 is an excellent look at just how common and ridiculous this kind of thing was back in the day. A couple of examples being

This stuff ran deep and it's kind of surprising how much there was.

This is an amazing collection of some of the weirdest infringements out there and I fully recommend everyone read it.

Be warned that there is some nudity in the article, as every apparently loved ripping off Frank Frazetta and Boris Vallejo back in the day.

You know what would be great? If I won. That'd be great.

Not quite the same frame, but the look is still definitely there in better quality.

I don't know. The only thing that he has in common with Warren is the headband. Usually when a character is copied, they'll go for a quick trace rather than just something identical.

I more thought of him looking like the Scottish comedy character Rab C Nesbitt but with a moustache....I mean...he has the headband and everything.~

I was watching an episode of the Cinema Snob where he was looking at the movie "Enter The Ninja", when a particular frame jumped out at me

and I immediately thought of our resident spinning dropkicker

While this connection may seem a bit far-fetched, I would honestly recommend reading the excellent Hardcoregaming101 article "Tracing The Influence" to see just how deep and prevalent image copying has been over the history of gaming. It's that article that made me think this just might be the case. The timelines add up well enough, with Enter The Ninja coming out in 81 and Deadly Moves coming out in 92, so there was more than enough time for someone to look at these few seconds when this scene happened (The Cinema Snob video and the scene below), assume nobody would notice since the movie came out eleven years prior, and just copy it over.

https://youtu.be/wIt5pC4Ghq4?t=579

and I've seen crazier images copied for game usage, such as this

http://www.hardcoregaming101.net/tracing/arinaminv.jpg

turning into this

http://www.hardcoregaming101.net/tracing/bareknuckle2.jpg

(again, I highly recommend reading the article to see more examples of this)

plus, it also answers a big question about the character, which is why he has the facial expression in the first place. Maybe someone was watching Enter the Ninja, thought Franco Nero's expression at the time was cool/intense and tried to copy it over to their character...with mixed results. Also, if you look at their faces beyond the expression, you'll see several similarities. The same mustache for one, but similar cheekbones, somewhat identical sideburns, and even similar eyebrows (notice the arch on the left eyebrow).

So yeah, just something I thought of.

I find that Witcher 3 has several small problems that can be worked around, but everything else is of such freakishly high quality mixed with a massive amount of it that I can't complain at all. GOTY easily. It has to be. If a better game came out this year, it would kill me with amazement.

I haven't heard good Japanese written, English sung rap in a video game since the Dreamcast days, and this game has it on every level. Raps about mutated monsters, street fights, toxic environments....it's all beautiful.

Except for the huge spoiler at the end, nice article.
