I also think the GB mod tools needs to have some sort of system in place in which we could talk a mod into destroying (read: banning) themselves, Fallout 1 style. It's only fair for those of us with really high skill points in speech and persuasion but lackluster laser weapons and melee combat.

It's not a glitch, it's just the forum ban tools aren't designed to be used to ban mods. If anything, the fact that we can ban each other at all is a glitch. The ban tools have the same effect on mods as they do on everyone else. They prevent posting on the site. There wouldn't be much point in them affecting mod tools. Even if a mod went rogue and abused his mod tools (which would never happen, all the mods are great guys) if a ban effected mod tools he could just ban all the other mods before going on his spree and we'd all be rendered useless. If such a thing were to happen (and I stress again, that it would never happen) it would be up to the staff to sort it out. The mods are all on a level playing field. Anything one mod can do to another can be done just as easily in reverse, which makes any tools we have against each other pointless.

The problem with banning him is that as soon as he realized, he would just ban me. And then we'd both be stuck until we either formed a truce and unbanned each other, or we got one of the other mods to unban us. It's a largely pointless exercise.
