Rat King is often a very mysterious character. In some incarnations, he actually has control over the rats ala the Pied Piper of Hamelin, but in others he just lives with the rats.
Rat King first shows up in the SNES version of Turtles in Time, driving the Footski in the sewer. He fires missiles and drops mines from the machine, and the device's weak point is quite obviously pointed out.
Rat King strangely functions as the first boss of the SNES Tournament Fighters game, being the opponent before Karai. He is much more muscular in this version than his other incarnations, and fights with professional wrestling moves.
In Mutant Nightmare, one of the bosses is The Ultimate Slayer, a clone of Agent Bishop mixed with DNA of Splinter. As revealed in the TV series, he is washed out of the lab in a flood and loses his memory, becoming the Rat King.
