Raymond Kulinsky is a member of The Crows, a small group of assassins, led by Mark Purayah II, within The Franchise. He's also Angelina Mason's lover.

A former world-class biathlete, he acts as the trigger man for The Crows' hit on the Secretary of the Interior. Agent 47 is assigned to stop the hit, and eliminate The Crows.

He's one of the targets in the game's sixth mission "The Murder Of Crows".
