How does the Dead Eye (Deadeye?) mechanic work? You press a button to slow down time, then move the crosshair over enemies and they are automatically marked, or can you control the marking yourself?

There are three levels of dead eye
The first slows down time and allows you to Manual aim and fire.
The second is that you slide your cursor over targets and it marks them. Then lets a flurry of bullets fly.
The last is that you PICK where the markets are. Meaning you can easily pull off three head shots in a row. Or blast three guns out of NPCS hands.

Just do not get run over. That is what happened to me.
Ok, so I'm playing the game and I lost a bounty because I was too busy skinning a deer and the bounty got away. Do they cycle around and you get it again later or will I never be able to get that bounty ever again unless I restart the game?
