Can you use your rope to lasso people?

Yes, I've seen it in videos. Please don't just be doing this for the quest. 
 
Side note though: I played a while last night and never got a rope. I don't know where you get it. Maybe a story mission or something.

It's the third or fourth mission for Bonnie. I'd recommend getting it before you do any bounties so you can bring them in alive.

So okay you can lasso people while on the horse but what about on foot?

Oh, so you have to get it in the singleplayer. okay, so what about multiplayer, do you get it after you get enough exp?
