I have always liked the resident evil and played the first one a ton but my mom cracked down on those games since I was too young to be playing them so never played much between 1 and 4. I played a little of 2 at a friends and know the main character is Leon and in the first is Chris. I know some characters like Leon and Claire have met but have Leon and Chris ever crossed paths before?

I don't think so.

Do Chris and Leon meet in Code Veronica? I don't remember. I think they at least talk to each other don't they? Or was Leon even in that game? It's very foggy in my mind.

I'm sure Chris and Leon have met during the formation of the BSAA.  I doubt that they have any relationship outside of that.

I think leon has never met jill, chris, wesker, or barry. "

I do remember something about Claire mentioning Chris in the 2nd one but I dont think they ever find him

Claire thinks Chris is in raccoon city but later you find out Chris is in France investigating Umbrella "

Chris and Leon have never met. Chris did reference him though in RE5.

It was Jun Takeuchi who says RE6 might be a reboot, Shinji Mikami has nothing to do with the series anymore. 

Jun Takeuchi also says he doesn't want to work on RE6. 

I just want RE to go back to survival horror.

What would you think about  an RE game that is like shattered memories?  where you play as a normal guy just trying to stay alive in raccoon city.. "

I'm pretty sure Claire emailed Leon or something saying they need help, and Leon contacted Chris. 
I'm almost 100% sure they have at least talked, even if it's not shown in the games.
