If you can get past some glaring pathfinding and AI issues, Empire: Total War is a game without peer in the strategy genre.

Let's just get this out of the way first. Trading swords for muskets, The Creative Assembly's newest strategy title Empire: Total War is saddled with some significant bugs that will likely frustrate both old and new players to the series. That it's one of the grandest and most ambitious strategy games to come along over the last decade or so only heightens that frustration. The shipping version of the game has numerous AI glitches that will strike down more of your army than smallpox did during the historical reality. Artillery left without close supervision will shoot through your own buildings to attack moving enemies, minutemen will refuse to line up on the correct side of cover, and the poor pathfinding near forts and fences means that you will likely place your defending army outside their protective walls just to avoid the hassle. These issues and many more don't pop up in every battle, but in a game so tied to the positioning and formation of your units, the issues are absolutely heartbreaking when they surface.

All this is heartbreaking because the rest of Empire: Total War is so amazing. It's quickly engrossing, and ensures that you'll get so far into its Civilization meets Cossacks meets Pirates gameplay that you'll lose sleep playing just one more turn in the game's historical Grand Campaign. As one part 4X turn-based strategy and one part real-time battle manager, Empire puts you in command one of ten nations as you fight, collude, and outbuild your enemies in hopes of constructing the world's largest empire. The game takes place during the 18th century, which turns out to be the perfect backdrop for the action, representing a time when the world began to fully realize the riches and rewards of global colonization. This is simply a huge game that has not only armies to manage but diplomacy, technology, taxes, religion, trade routes, and even individual scholars and agents that move along the game's well-built world map. Want to assassinate a known philosopher next turn? Go for it. The turn after that, you can ally with a small American-Indian nation and recruit their warriors into your own army.

The game's many layers would be daunting if it weren't for Empire's Road to Independence, which is an introductory campaign that slowly eases you into management of your empire as you play the soon-to-be United States over four structured episodes. The first, based on the founding of Jamestown by British colonials, will have you learning your way around a battlefield and your city management menus as you fight back the local indigenous residents of Virginia. In the second you'll be making alliances and fighting off the French on both land and sea in a larger setting during the French and Indian War. Episode III has you declaring independence, founding the United States, and fighting your way way from Boston as you reclaim the continent. The last episode is essentially just a version of the game's Grand Campaign mode where you assert the United States as a world power. Although most veteran Total War players might look past this stuff, it's extremely well done both as a light history lesson and as a tutorial. It's also the only way to actually open up the United States as a playable nation in the Grand Campaign.

The Grand Campaign is where the bulk of the game resides. After selecting one of the ten available nations you'll be assigned specific win conditions that must be achieved by the year 1800. Play as the British and you'll need to make sure a portion of your empire resides in India. Fight as the Prussians and you will start with a divided country and must overtake Poland and the rest of eastern Europe to win the game. Despite only having one map--the known world--it's a surprisingly varied experience depending on whom you pick. There is also the ability to win through prestige rather than by amassing land, but I found it ridiculously hard to avoid being a virtual conquistador in my actions.

The cloud-laden world map is a lively centerpiece that takes most of the tedium out of the Civilization-style blueprint and focuses instead on the movements and machinations of your scholars, troops, and warships. Setting up a trade route involves nothing more then making the right bribe to the right country. In turn, attacking an enemy's trade routes and ports rewards you with some much-needed currency to fund your campaign. If your trade route crosses the open sea, you'll not only have to worry about warring nations, but pirates who seem to plague certain high trafficked areas of the map like the Caribbean. The UI keeps things simple and once you've decided upon a course of action you'll very rarely have to revisit it. The only negative against the world map is that like similar games in the genre, you'll be spending a lot of time waiting between turns as your enemy moves across the map. While you can turn off viewing the enemy movements, you're still looking at a few minutes of downtime.

Battles take place whenever you move your army or navy against an opposing force or city. Unless you've sent agents in ahead of time, you might not know what you're up against, so it's best to build up before you head in. Once you're engaged, the game changes to a real-time battlefield where you command your troops over rolling hills, farms, and even famous period-specific forts. The inclusion of muskets and gunpowder to the series makes the actual fighting even more strategic than its predecessors. Gone are the days when you could easily turn the tide with a single squad of cavalry. Charging against a well-entrenched line of militia will make you quickly revise the strategies you used in Medieval or Rome. You can also quarter your troops in buildings and farmhouses around a city for extra cover. Doing so seems to be the favorite early battle strategy of the enemy AI, who will sit inside a building even though your cannons, placed a hundred yards away, will rain shot with relative ease until the building is destroyed with a satisfying explosion.

Though they look amazing, the battlefields are where Empire seems a tad rushed. A large portion of both the multiplayer and single-player components of Empire involve you either attacking or defending forts. Unfortunately, the line of sight and pathfinding algorithms in and around forts seems completely busted at the moment. Units placed near mounted canons will not man them, units on top of fort walls will often not fire at units below, and moving a squad of riflemen from one side of a fort to the other is an exercise in futility. Outside of forts, you'll run into fence lines that sometimes cause problems for your cavalry, and phantom hills that will cause your rushing army to run in place.

Your cannon placement is also limited by the AI's inability to judge when it should stop firing. On one fort defense battle I had cannons placed in front of my fort's walls in hopes they could rain down on my approaching enemy before they got to the gates. While I was fighting on my flank, I noticed my cannons, which I had left in free-fire mode, had decided to continue firing at the enemy through my own walls, making a giant point of entry and leaving me laughing at the screen. Musketmen have similar problems deciding when to stop shooting, even if your own units cross in front of them. While the friendly fire casualties are a welcome dose of realism (though not new to this series), the previous Total War games had less chance of it since most of your projectiles--mostly arrows--had a deeper arc. This wouldn't be as serious an issue if your units' movements were a little more dependable.

Empire: Total War introduces naval battles that are gorgeous if simplistic recreations of mast-and-powder warfare. The same point-to-go battle interface found in the land battles exists here, though your ships won't get caught up on the barricades, forts, and other obstructions your land troops have to deal with. You can (and should) manually control your ships' aiming, to make sure you get a full barrage at your enemy. Ships can also be told how many sails to have up, which you'll want to be aware of when you come into contact with the enemy, since captains have the choice to assign chained and grape shot to specifically wreck your mast and crew. Take them down enough and you might get a chance to board the enemy's ship; if successful, you'll make that ship a part of your navy. Although Empire's naval battles work best when there's a small amount of ships in a battle, the battles themselves are tense, exciting experiences that fans of novels like the Aubrey/Maturin series will appreciate.

Empire's multiplayer is currently limited to single-battle skirmishes through the game's internal matchmaker. The only problem I really had with multiplayer centers around the host in a quick match having the option to determine your starting position. You'll notice a lot of unscrupulous players will task you with defending a fort, and since neither player usually wants anything to do with fighting around a fort, this can often leave you at a disadvantage against a larger attacking force outside your walls. Otherwise, multiplayer is a blast, mostly because you're forced to implement all your strategies in real time. (The camapign allows you to pause combat to issue orders.) I should note that Creative Assembly recently announced a version of the campaign mode will be available in multiplayer soon through a patch. How much fun it will be waiting for your enemy to make his turn is unknown, though my guess is they'll allow you to play in this mode over the course of several days.

In the end, Empire's only blemish is its unresponsive units and pathing. For a game whose greatest thrills result from the specific gambles you make with your troop movements, it's a shame you're sometimes punished when that movement seems out of your control. Even with its flaws, though, the newest Total War is so breathtaking and immersive that it's hard not to recommend to avid strategy fans. Games this deep seem to be a dying breed, and though it's not something I'd feel comfortable recommending to more casual players, patient fans of the genre should know the sheer scope and complexity of the game currently has no equal and is worth weathering the hiccups. Cautious buyers, however, might want to wait a few weeks and see if these issues are resolved in a patch, something that, as of this writing, the team at Creative Assembly seems eager to provide.

There was a patch released yesterday that supposedly fixed a lot of the optimization problems. I've got a pretty beefy computer and didn't notice many problems other then some long-ass loading times. As usual with PC games, your performance is mostly up to your machine.

I'm loving this game but yeah I've seen some hysterical/infuriating AI issues. And as with the previous Total Wars, I'm sure they'll be patches that tweak the AI.

Ah! PC on GiantBomb! A good sign! I even had to register!

I bought the game, and it does indeed lack some fixes, but it seems Medieval2 and Rome had their problems on release as well, and we know how great they are today.
In the final release, load times are fast and turns don't take long. For reference, my machine is a C2D E8400; 3,25GB DDR2 800; WinXP; 8800GT; 2 HDDs in RAID0.

This game has no equal in strategy. That says it all, and is truely a mix of Civ, Cossacks and Pirates.. I feel dumb repeating what was said in the review, but it's true!

I never played battles in Rome and Medieval2 because the archers running away were a pain. That doesn't happen in this game's era, so I must say I'm delighted. I recommend the buy!

Flawed but fun i guess would be the way to describe this game then? I don't know, i was never a huge Total War fan anyways....i prefer DoW 2 any day of the week to Empire's convoluted mess.

Solid review is solid. That said, I've always found the 18th century to be the single most boring period in history. So much so that I'm having a hard time even trying to consider this game. It's also a shame to hear that the battlegrounds are bugged, considering the sheer amount of hours I poured into the "realtime" battles in Rome: Total War. I have some batshit crazy stories from those days...

Alas, I don't think my computer could run this anyway.

But, hey, this was a damn good read! =P

Wasn't really into the ETW demo. Ship battles were kinda fun at first... but that's all. The TW games aren't exactly my preferred type of RTS.

However I still may give it a trial. The Demo left a lot of the actual gameplay out.

Stormriselooks cool though.

EDIT: Rome TW played just as smoothly as Empire TW demo (under similar settings). Those worried they need an upgrade to play should try the demo first.

Don't know if this has been mentioned already but beating the Road To Independence does not unlock the Americans for the Grand Campaign, the last mission is sort of like the Grand Campaign's retarded step brother...but not the real thing.

The pathfinding issues do bug the hell out of me when they occur.  Having units get off walls, walk around the outside of the castle and then reclimb the walls then simply walking around the wall would be faster and faster is very fustrating but Empire is soo good that I honestly don't care.  Making lines of infantry square up against one another and having cannons rip bloody lines through approaching cavalry is defeinetly something worth seeing.  


I'm suprised you didn't say anything about how varied your enemies can actually be.  It's not all just lines of infantry, fighting Native Americans and Indian forces will really teach you that your tactics aren't actually that good lol.  I'm going to be playing this game for a lot longer than Dawn of War II, but I love them both equally.

You know, even though I'm a huge TW fan and I was expecting 5 stars, I can't disagree with 4 either. Responsiveness and pathfinding has always been an issue in TW games, and it's exacerbated by the fact that this is something like their 5th (8-9th if you count expansions) foray with their engine, yet they can't seem to get that part of it right. I'm really glad that you were honest. Great review.

I had a couple friends who were feverishly playing this, but I was still on the fence since it looked like a lot take in.  Tho after reading this I'm pretty sure I'm going to get this.  The tutorial campaign's are exactly what I needed to indulge in this historical bloodbath.

Being one of the Aubrey/Maturin fans my draw to this game is the naval battles but I still haven't made up my mind on getting it or not.  I'm wondering if the naval battles are good enough that you'll want to play the rest of the game if you start off not really having an interest in the grand scale land battles just to get to the next naval battle?

After reading it I'm only left with 2questions - is there an automatic "Resolve Battle" option? :p I love fighting manually when it's a close call battle - but when you're outnumbering the enemy by 10 to 1, I tend to want to click auto and continue on.

And for the second question: Have you tried different factions, and what is your favorite one personally for what reason? Overpowered units perhaps, or special combinations? :p

Good review Dave, however the path-finding in Empire is head over heels better than the previous games; units are MUCH more responsive to orders --- you actually feel like you're telling your men what to do, not ask them if they want to do it or not.  Although the path-finding is not perfect, this is gigantic step in the right direction.
