A Scouter is a computerized device worn over the eye. It reads the power levels of organic beings, though it is prone to malfunctioning if a power level is too high.
After the fighters learned how to sense power levels on their own the scouter became irrelevant in the series. The highest power level ever read by a scouter was Goku's, which it reported to be over 180,000 (or way over 9000), during the Captain Ginyu Saga.Scouter games
