The sequel to Ryo Hazuki's original adventure saw him placed in bigger environments with more characters to interact with.
Other characters, such as Wuying Ren, the leader of a gang named The Heavens, form relationships with Ryo as the game progresses. Ren agrees to join the quest when he finds out the financial gain he could make from finding the Phoenix Mirror. Wong, a boy and friend of Ren, together with a woman named Joy also join Ryo in his search for Lan Di.
Ryo received a letter, warning of his father's possible murder in the first game. However, that letter arrived too late, and Ryo decides to go to Kowloon in order to find the martial arts expert who sent that letter, Yuanda Zhu. During this time, Ryo's friends, including Zhu, are kidnapped by an organisation working for Lan Di. Ryo fights against a strong martial artist to release his friends and Yuanda Zhu. Lan Di escapes. Ryo then learns more about the importance of the Phoenix Mirrors and where to continue his journey. After their discussion, Ryo and Zhu part along with the rest of the characters, leaving Ryo to continue alone.
The final part of the game takes place in rural Guilin. A woman named Ling Shenhua, seen in Ryo's dreams during the first chapter of the game appears. The two spend time together and it is revealed that the Shenhua family has a connection with the ancient Phoenix Mirrors. The game concludes with a cliff-hanger ending as the two fail to find Ling's father at a nearby stone quarry. However, they discover a cryptic note and sword. The two are taken by surprise as Ryo's Phoenix Mirror reacts with the sword and an image of the two mirrors appears. The atmospheric scene ends with Ryo facing Ling Shenhua with the sword raised in the background, leaving much to think about as picture fades and the credits begin.
