How do i register persona in this game?

I want to say you have to wait until May 31. The compendium isn't there until a set date. Once it's there you can just choose view compendium > register persona.

By the time you are allowed to freely do what you want on your day to day basis(i.e) after you've went in the first dungeon once and successfully made it out as far as it lets you go, I believe it is open to you immediately then.
