Slim Cognito is a mysterious arms dealer, specialising in questionable and rare additions to weapons which are only available on the black market. He always appears hidden from view, allowing only his eyes to be visible, presumably to protect his true identity. He is first seen in the series in Ratchet and Clank: Going Commando, where he offered to add Acid, Shock and Lock-On mods in exchange for platinum bolts aswell as ship upgrades for raritanuim, in the Bogon galaxy.
Slim returns in Ratchet and Clank: Up Your Arsenal, this time in the Solana galaxy. He reveals to Ratchet and Clank he had to escape after accidentally selling a Suck Cannon to a minor, believing him to be over 18. Instead of upgrading items this time, he offers to sell weapons that were featured in Going Commando, which he had smuggled into the galaxy un-detected.
In Ratchet and Clank: Size Matters, it seems he is operating a less questionable business and even has chains of his own roboshacks, availalbe on three different planets in the Solana galaxy. He also adopts a new payment method, favouring regualr bolts instead of gold or platinum varietes. Although he doesnt make an appearance in Ratchet and Clank Future: Tools of Destruction, he does appear to have been apprehended by authorities, as it is revealed he is serving time in Zordoom Prison for giving his Grav-Cannon to a group of Tumfoids at a rock concert.
He also appears in Secret Agent Clank, again as an in-mate, this time in the same prison as Ratchet. Here, he offers to give him a code, allowing Clank to enter a high-stakes poker room, in exchange for his protection while trying to escape from his cell.
