Who is the best video game spy of all time?
Sam Fisher or Solid Snake, though Snake really isn't much of a spy I guess. More like a sneaky lone-wolf bad-ass spec-ops dude. Fisher was definitely a spy to me in the original games, definitely a sneaky lone-wolf hard-ass spec-ops dude in the new game.
I fully agree with Cate Archer, i dont know if ou could say otherwise if you played the games beforeYes, have to go with Cate Archer, I've realised that all the PC games that I liked when I was a teenager were very unique to that period, and I miss them alot. :'(

Yeah in terms of super secret double undercover government agent types I guess old school Sam Fisher (Chaos Theory and earlier) is it. Although, his is a bit of a modern rip-off of the James Bond model (minus the high-society/ladies man part).
And Snake in any of his incarnations (Solid, Naked, Liquid) is not a spy. He is sent into those missions to blow shit up not to get info and sneak out.
The spy the Spy Hunter was hunting. I use to play the shit out of Spy Hunter and never once saw that spy. Hence he is the best spy ever.
Here's something, and I'd also add Batman if I could. I was originally only going to say Solid Snake and Sam Fisher.
