A digital distribution service owned by Valve Corporation. Originally created to distribute Valve's own games, Steam has since become the de facto standard for digital distribution of PC games.
I think Half-Life 3 will run on Source 2 will be launched the same day as the full release of Valve's Steam Machine. As for the announcements both Half-Life 3 and Source 2 will be announced at e3 with possibly other games announced for 2015/2016
It will be a free to use engine and Steam users will be able to release games they made with it through their Steam Workshop which will slowly replace Greenlight.
It will be monetized by asset transactions where users will be able to sell assets through their Workshop , much like Unity's Asset Store.
