It was June 24th to July 4 last year I think, my guess is they will start Monday. I agree though, I'm trying to stop myself from buying a high quality Cold Steel pocket knife and SWTFU2 for PC to wait on the sale, but it's tough. I need a new pocket knife.

You can, I do it all the time. Log into Steam from store.steampowered.com, and just add to your cart and finalize it. If your credit card is saved automatically, just click "Finish" and it gets added.

People on the Steam forums seem to think it will start on the 30th as there is something going on in Killing Floor at that time as well. It's all guess work at the moment though.
@Heltom92: The thread about the achievements all being summer related was interesting and convicing, if you forget that its summer and they could just be adding summer achievements anyway
I got the solution for you guys! Force yourself to only buy stuff off a steam sale if you have finished every game you've ever bought for steam. (You don't have to replay games, just play the untouched ones.) Yes, EVERY GAME.

Eh, only the nostalgic and the fun games (that i pirated) get bought and replayed. I recently listened to the podcast where the guys talked about pirating games, and noticed that it did make me lazy, I was just stealing games, now I buy the ones I want to play. I'm so legit now *shades*.
But anyways, bought return to castle wolfenstein... So awesome that people still play the multiplayer. Man. That is a fast-paced awesome shooter that needs a reboot. But just update the graphics and keep EVERYTHING else!
