I would say Cammy but that's because she's my main. A good Abel can be fierce, though.

Sagat takes the least amount of skill to use effectively.  I would say Abel.  Abel is a bitch when played to his best.

If you desire speed go with Cammy, just don't expect fancy juggle combos other than Hard Trial 5. ... half of it anyway... 
If you desire power go with Sagat, just say buh-bye to the speed cus hes one of the slowest fighters around. master the half step. 
Abel i dont know squat about. But i hear he has some of the best mixups and grapples.

I main Cammy, and was just getting my ass kicked on Xbox Live.  I don't like playing as the other characters because they're too damn slow.

Personally I would say stay away from Sagat. So many players use him and Ryu it get's to the point that players pick up on your moves because they're so use to seeing it all the time. I used sagat for a while until i realized everyone online has seen him and knows what to expect. If you're gonna start fresh with someone, make it someone different so you'll stand out once you really learn the moves. I say Abel.

Hahaha this reminds me when my friend pronounced Sagat like you'd say Bob Saget. That made me crack the fuck up. I can picture Bob Saget using his Thai Kickboxing skills. It is awesome.

Anyone can spam tiger shots and fish for f.rh into Ultra, but it takes a lot of skill to know when to kara-tiger shot, how to out-zone faster, more suited characters and put his brute force to work.

Just played some more against my brother. Got pwned by his Bison but I like Abel more now and am leaning towards him out of the three. I know I shouldn't but i'm starting to like Ken as well now.

If you just want to beat down people all day online pick sagat. Yes Jared has a point, but that only applies to tournament players who probably know the sagat match up as a prerequisite for being competitive in a tournament. However there are still people online even now that punish with a sweep and go DP happy still online. He probably will get nerfed so even if i were to main him, I would hold off until Super.  
 
 
So, either Cammy or Abel.  
 
that all depends on do you like to simply rush people down (Cammy) or have a moderate amount of rushing down, but more mind games with a command grab to boot?

When you put it like that, Cammy, but that's because I don't know the advantages of a command grab.

No I'm just kidding. We don't have many Sagat mains on these forums so that would be interesting, but everyone online uses him so expect a lot of boring mirror matches and stuff. I'd go with Abel, because he is a lot of fun to play and still a solid character. I have a lot of fun fighting against Abels as well.

I say Cammy if you're into the speed. I use Cammy, mainly because I enjoy her move-set (they're nice and quick). Since it's difficult for me to do combos, she plays to my strengths, being more of a hit-and-run character (but she does have some interesting loop combos, but I can't do them). A lot of people also seem to have problems against her. Turtles are her bane.
 
Personally, I'll be switching to Guy when SSFIV hits, but that's because I like his move-set, style, and over-all character more. I rocked with him in Alpha.

Cammy is really technical if you're not just flowcharting away. She doesn't have any strengths that makes her better than the other characters and your opponents can just down-back a lot of her stuff. Dive kick timing, tricks, block strings etc. are difficult to time in a laggy environment. Better to stay away from Cammy, if you're playing online.

I would have to say Sagat. As mentioned before by more experienced users, he has limited mobility (in terms of movement speed) and is a pretty big target to hit but this comes with the ability to make your opponent easily pay for mistakes.
 
The thing I find with Sagat is that his execution is friendlier than the other 2. Learning high level combos and tactics with Sagat are relatively easy to pull off in terms of input and timing.  
 
I find that my challenges in maining Sagat aren't usually about landing a FADC combo for example, but getting the opponent to make a mistake that I can punish with said combo.  I guess what I'm trying to say is that the early stages of learning Sagat can go pretty smoothly but once you run into people that know the matchup, it can be a nightmare to try and lock them down.
 
But this in turn forces you to learn the matchups, headgames and all other avenues to be successful with him. (which is a good thing IMO).
 
This what it has been like for me maining Sagat in SF4 and being new to SF competitively. Hope this helps you decision process.

Def Abel, his command throw adds a valuable mixup, his ultra is amazing is all aspects, his CoD is apparently safer on block in SSF4, and his new ultra has hyper armor. Bow to your french master.
