No free DLC, but it's just as supported as the other version. As for players: there's tonnes. Plus the community as a whole tends to be really really good.

The community is a lot smaller on the PC, but people still play the game. Don't expect doing Championship Mode though, not many people play that mode at all.

Yeah, I get into matches much much faster on the PC version then on the PS3 one I have rented out. Plus load times are a breeze unless your opponent is running it WAY too high of settings for their machine.
