It seems to be a popular taunt in Japanese media. Sort of like a Japanese "Come at me, bro." :P
As awesome as that is, Norio Wakamoto ensures I'll be using Japanese voiced Bison (if I ever even buy the game)

I'm not talking about reality as in "performed by an actual human being" but instead I'm leaning more towards "in a scenario without cameras or any influence by social or media notions, did someone, at some point, just off-the-cuff decide to bend over and slap their ass at their enemy?".
I mean probably right? This couldn't have been something that just spawned out of nothing right? Still facinates me.

I've never seen an occurrence of it where it wasn't scripted for fiction. On the other hand, it's not that different from mooning, when I think about it. I'm curious to know its origins as well.
@RockmanBionics: it's likely a schoolyard taunt for japanese school boys. making the performer have adult lady parts just brings it to a new venue.
You know, I never really understood why people think that it's such a bad thing that Raul Julia's last movie was Street Fighter. I mean, yes, it was a bad movie, but at least people remember it. Unless his last movie was either really incredibly good or laughably bad like Street Fighter was, nobody would remember what it was or even bring it up. And he managed to make the most out of a couple of scenes in the movie. Some of his speeches were, if not necessarily good per se, at least respectable, like he did the best he could with the material.
So yeah, Raul Julia will always be remembered as the guy who played M. Bison. But that's better than nothing. I mean, what other roles do you remember of his, other than Gomez Addams? That's it, right?
While we're digging up obscure Bison references.

I remember him from Kiss of the Spider Woman as well, but I predominantly remember the two movies you mentioned, yes.
