Is it possible to get Mewtwo in Smash Bro's and if so, HOW?

Not in Brawl. He's available in Melee, i don't remember how to unlock him though.

Lucario is basically Mewtwo but... I guess he's electricity alignment. Sorry, I haven't played Pokemon since Yellow, so I'm not really sure who he is, but when I first saw him I instantly thought "Mewtwo knock-off."

Play for 20 hours total in Melee to unlock him. In Brawl, he was replaced by Lucario for the most part. Lucario plays the most like Mewtwo, only a bit faster, has more range, and his damage ramps up as he takes damage. Aside from the shadow ball, almost all of his moves have been changed, but the floaty, defensive style of Lucario is so similar to that of Mewtwo in Brawl the distinction is obvious.

I tried to get Lucario by beating all the Target Smash levels, Can't figure out how to beat level five Target Smash

Target Smash can be a pain in the ass to beat in the right amount of time to unlock him, your safest bet is to beat the SSE, it's only like 6 hours long.

Lucario is certainly the Mewtwo palette swap.  Someone mentioned the little tweaks to the play style of the character, but ostensibly, he's the same.

Mewtwo was my favorite character to use in Melee.  I was shocked to hear he's statistically the worst of the characters. 

Lucario is basically the same, but I still prefer Mewtwo by much, sadly he's not in Brawl.
