Super Street Fighter IV has been confirmed by the producer of the game to have 33 playable characters in total. All 25 characters from Street Fighter IV are returning, along with 8 additional characters. Three of those eight characters have already been revealed: T. Hawk, Dee Jay and, all new character to the Street Fighter series, Juri. All characters have been confirmed to be playable from the start; meaning no need to go through the arcade mode to unlock any characters.
Returning Characters
The following backstories for the characters are based on the Street Fighter 4 storyline.
"This young amnesiac desperately chases down the remnants of Shadaloo. His fighting style is based upon mixed martial arts and is well-suited to his mercenary background. Though he may appear to be a bit of a misanthrope at first glance, this is merely a side effect of his earnestness. He has no memories of his past."
"This demonic warrior discarded his own humanity when he let the dark power of the Satsui no Hado take over and murder his own brother Gouken in cold blood. He seeks the ultimate fight to the death and is especially intrigued by Ryu's inherent Satsui no Hado tendencies, which he frequently tempts the younger man into succumbing to once and for all."
"This boxer, whose violent tendencies led to his being expelled from the realm of professional boxing, teamed up with Bison to make money. He has not been heard from since Shadaloo's collapse."
"Following a harrowing plane crash in his youth, Blanka found himself alone in the Amazonian jungle, struggling to survive and live on his own, granting him extraordinary survival skills and a unique set of characteristics. He now fights to earn the love and respect of his mother."
"This swift and deadly fighter is a member of a British paramilitary group known as Delta Red. She had been brainwashed by Shadaloo and put to use by that evil organization as nothing more than a living weapon, but she does not let this past hold her back and now fights alongside her comrades on a new and dangerous mission."

"This tough and beautiful agent assumes a business-like demeanor, seemingly ignoring the pettiness of human emotion and obligation to fellow man in favor of her own goals. She wears a high-tech suit equipped with an assortment of deadly gadgetry. Her true goals and identity are unknown."
"This fighter boasts an impressive set of taunts, but his fighting moves are often half-baked. Though he has trained with Gouken in the past, his moves are based more upon his own unique technique, a style he has dubbed Saikyo."

Though he was developed to be a replacement body for Bison, he has plans of his own. Plans to rebel and make Shadaloo his own."
"This narcissist values and trusts in beauty above all else. He joined Bison's organization purely to improve his own aesthetic senses. His extreme speed and beautifully executed move set makes it difficult for opponents to keep their minds on the battle. He has not been heard from since Shadaloo's collapse."
"This Russian wrestler is popularly known as the "Red Cyclone". Inside his massive chest beats the heart of a true patriot. He throws himself into another worldwide fight in order to keep a promise he made to a group of doubtful children."
New Characters
Dee Jay, the only character in the Street Fighter series designed by Capcom USA, first appeared in Super Street Fighter II. He is a music star who fights to musical rhythm and he entered the second World Warrior tournament to discover new rhythms for his songs.
Juri makes her first appearance in Super Street Fighter IV as the first Korean character in the Street Fighter series. She is also the first character who uses the fighting style Tae-Kwon Do. She is an agent of S.I.N, the weapons manufacturer where Seth is from, and has an artificial left eye made by S.I.N that serves as a chi booster called the Feng Shui Engine.
T. Hawk (Thunder Hawk) first appeared in Super Street Fighter II. He is a member of the Thunderfoot clan. His homeland was taken over and his father, Arroyo Hawk, was killed by M. Bison 30 years prior to the events of Super Street Fighter II. T. Hawk entered the second World Warrior tournament to reclaim his people's land and free them from the control of M. Bison.

While there are plenty of rumors circling the release of Super Street Fighter IV, there is also concrete information revealed in several interviews with Yoshinori Ono.
Recently in an interview Yoshinori Ono had stated that Super Street Fighter IV would not see an arcade release, and would instead be an Xbox 360 / Playstation 3 exclusive. The tournament scene has been split to whether this is an issue or not, and petitions have been formed around the internet in response. This would be the first iteration of a Street Fighter game to not have an arcade counterpart, whether his statement was misinterpreted is still unknown.
Since this interview, Ono has gone on to say that an arcade release is not 100% out of the question -- and to look for it.

The New Modes of Super Street Fighter IV





Super Street Fighter IV is a standalone update to the original SFIV, adding new characters and modes while also rebalancing the existing roster.

- Dudley, a British boxer who made his appearance in Street Fighter III: New Generation originally.
- Ibuki, a female from Japan who practiced Ninjitsu, she first appeared in Street Fighter III: New Generation.
- Makoto, a Japanese girl clad in traditional martial arts Gi, she made her debut in Street Fighter III: 3rd Strike.
- Adon, a Muay Thai kickboxer who became playable in the first iteration of Street Fighter Alpha.
- Guy, originally a Final Fight character, he made a cameo as a playable character in the Alpha series.
- Cody, also from Final Fight, he became playable in Street Fighter Alpha 3.
- Hakan, an Arabic fighter who likes oil, is said to be the other original character for Super Street Fighter IV.
Rumors
- Return of the bonus stage in arcade mode.
- Most characters to have two ultra combos.
- Some characters to have air ultras.
- 3rd Strike characters to get supers from that game.
- Ibuki has a run command (perhaps in place of a dash).
- Guile has the Sonic Hurricane from Marvel vs. Capcom 2.
- Dudley has all his chain combos from 3rd Strike, plus one new one.
- Cody is the only character with an Alpha Counter, similar to those found in the Alpha series.
- Guy's familiar chain combos return.
- Rufus will be able to cancel-break the last hit of his Spectacle Romance, or the launch kick of Space Opera Symphony.
- Makoto retains her Tanden Renki Super from 3rd Strike.
- Dhalsim's new Ultra is named The Yoga Shangri'la.
- Zangief supposedly has an air ultra performed with a 720 degree motion, titled The Siberian Blizzard.
- The game takes place one year after Street Fighter IV.
- A new gameplay system has been implemented called Tadan Saving, which is a multi-hitting or multiple-level focus attack. This could be similar to parries from 3rd Strike.
- All console characters from the original Street Fighter IV are said to have been added to the upcoming arcade release of Super Street Fighter IV, with the possible exception of Seth and Gouken.
- Gen will have four ultras because of his two separate fighting styles, one of them is said to be an air ultra.
- Sakura is the only character with more than one super, as she gets back her Shinkuu Hadouken.
- Expect to see the return of familiar super combos from past Street Fighter games, including Chun-Li's Kikosho, and Sagat's Tiger Cannon.
- Dudley is searching for a rose in SSFIV, similar to 3rd Strike where he was searching for his vintage automobiles.
Confirmations
While there are plenty of rumors circling the release of Super Street Fighter IV, there is also concrete information revealed in several interviews with Yoshinori Ono.
- The theme "Indestructible" will not make a return appearance.
- Seth will be even more difficult in arcade mode than he previously was.
- There will be new stages, and there will also be changes made to currently existing stages.
- They are implementing balance-changes for characters.
- The focus-attack system will be largely unchanged since Ono feels it's fairly balanced.
- Every character will have 2 separate Ultras.
- The story for every character will be largely changed. Animated openings and animated endings will be changed for each character completely.
- There will be better net code than the original game.
- It will not be able to play online with the regular version of Street Fighter IV.
