    Development

    After gaining a following for co-creating a Sonic fan game for Unity called "Sonic Fan Remix", Greek artist Antonis Pelekanos, known as "Pelikan13", began independently developing a retro-style arcade racer. Inspired by Sega Rally, Sega Super GT, Daytona USA and Indy 500, The '90s Arcade Racer was announced via a Kickstarter campaign in January 2013, tentatively set for release for PC, Mac and Linux the following December. Before the end of the campaign in February, publisher Nicalis were announced to have acquired the project, aiming to tune the game's vehicular handling and release it to new platforms, including Android, iOS and Wii U. The release date could not be met, though Nicalis stated this was for expanding the game's scope and core mechanics.

    In May 2014, The '90s Arcade Racer's console lineup was expanded to include PlayStation 4, PlayStation Vita and Xbox One consoles. Additionally, the game's first composer was claimed to have been hired, though the unidentified musician, GWIZ, posted on X in August 2023 that she was never contacted by Nicalis after their initial gentleman's agreement. The frequency of updates lessened until November of 2015 -- Pelikan13 offered refunds to the game's Kickstarter 700 backers and claimed that development was winding down, with his next project being The Takeover, which was released for early access in 2016 and fully in 2019.

    Between 2016 and 2017, Nicalis discretely changed the name of the game to "'90s Super GP" and removed the Wii U from its targeted platforms. By 2019, Pelikan13 was reportedly no longer involved with the development of the game, with it being outsourced to an Italian team of contractors who were refactoring the programming. '90s Super GP was showcased at the 2019 Anime Expo, where it was noted to have adopted drifting as the determining factor for victory.
