    If Bethesda sets up the way the game handles music files the same way they did with Morrowind, Oblivion, and Fallout 3, no modding is necessary. They literally just played .mp3's (Fallout 3 might have been .ogg's, can't remember) out of specific folders under the "music" folder (specific folders for specific circumstances, E.G., dungeon, town, outdoors, battle). You could put whatever music in the folders you wanted and the game would cycle through them automatically. You could swap out all the native music files and put in a bunch of death metal, wobble bass, country music, and ragtime .mp3's, if you wanted.

    I wouldn't be surprised if Skyrim is no different.
