So I know this isn't a big deal, but I always found it a bit odd that Oblivion, Fallout 3, and New Vegas did not have climbable ladders. Now I know they had ladders that you could click that would prompt a loading screen, but I'm referring to actually moving up and down on a ladder. Once I realized these were absent I couldn't help but notice every time they created a work-around for not having ladders. The large ramp areas in Oblivion and Fallout 3 come to mind.
I haven't seen the question posed on here, but do you think they will be able to use ladders in Skyrim? Do you even care about them? I realize they most likely didn't use them because of NPC tracking issues and bugs that are associated with bottle neck type areas...I'm sure it wasn't due to an graphics engine issue.
Personally I would like to see them in Skyrim. I feel they are part of the lore and are pretty standard in games of this sort.

The fifth installment in Bethesda's Elder Scrolls franchise is set in the eponymous province of Skyrim, where the ancient threat of dragons, led by the sinister Alduin, is rising again to threaten all mortal races. Only the player, as the prophesied hero the Dovahkiin, can save the world from destruction.
Opnions on verticle ascension tools, aka ladders
They have spoke openly about this. The way the engine handled AI, ladders either made things really complicated or the AI just couldn't deal with it and it caused buggy behaviour. Maybe a new engine will change that.
I don't feel large ramps in Oblivion or Fallout are work arounds for ladders. I mean I never see any ladders in the real world you need to climb to get to places.
In fact I probably only climbed a ladder once this year to trim a tree.
I don't mind them not being there, ladders can be one of the most pain in the ass objects when it comes to climbing down them. You either have to slowly inch your way off the ledge where the ladder is or jump of and hope you can turn around and grab it again (Assuming it's not button prompt style).
They said they just couldn't get ladders to work the way they wanted to in Fallout, and considering Skyrim uses the same engine, it's safe to say it wouldn't be any different.

I like me some grappling hooks. BF2 Special Forces was awesome with grapple rope and zip line tools. A zip line would be silly for this setting, but a hooked rope seems perfect.
So, Thief?

I sadly can't find any Ladder lore on The Elder Scrolls wiki.
What? You've never heard of the sad tale of Rungs-with-Load-Screen?
The only ladders I could see in an Elder Scrolls games is the "I'm walking upwards even though I'm actually climbing" type of ladder.
Skyrim does not use the same engine. They replaced so much of it that it's a new engine. I think I recall seeing a ladder in the full-length gameplay demo when he frenzies the guard to attack the other guard. I'll check later. Either way, I could not care less. I love tedious games that inconvenience me but I don't think slowly climbing ladders would add anything worthwhile.
How is that mind boggling? If they weren't able to use ladders to move you up or down on the z-axis how would the character change their altitude? I understand they use stairs, but I'm bundling that in with ramps/etc. Maybe I'm just being too analytical, but it always stood out to me.the idea that ladders breaks the game so they just have large ramps is mind boggling.

Now that I think about it I haven't climbed a ladder in like 3 years.Seriously, the only people who would need to do that are people who work construction or roofs. When do you ever see a ladder as an alternative route to a elevator? No it's stairs, aka a high slope. So I don't really see why a game needs ladders.
