Trouble starting "Hearthfire" Quests

I was approached by a courier already and told to visit an orphanage. I talked to the woman in the orphanage and she told me i couldn't adopt a child until i had a room for it. I already own two houses, so i don't understand what the issue is. Also, I can't seem to find any leads on how to actually start building my home or buying a plot of land. Any pointers?

I went to Dawnstar and talked to the Jarl there. There is a dialogue option about buying land.
