So I have a gift card for amazon and I can get this game for around 10 bucks. I however wanna know if I can run it at a decent pace (60 FPS matter not to me. Above 30 fps would be fine)

I check "Can u run it" And its saying pass for everything but video card. But does not say which aspect of my video card fails.

I think you'd be fine. here are the minimum video card requirements, not sure you if you've already seen these but:
Video RAM 512 MB
Pixel Shader version 3.0
Vertex Shader verson 3.0
Probably, I can around 20-25 fps with everything on low on my laptop and it has a GT 240m, a HD 4650 is slightly more powerful so maybe you'll get 30 fps
With TW2, you're going to want to turn off UberSampling and SSAO before anything else. Those two alone will cut your framerate by a significant amount.

It should run. Your GPU supports PS 3.0, and it nearly even reaches the "Recommended" examples.

You know there is one option to check if the game can run fine... afterwards just purchase the game legitimately after you've checked.I was thinking of that but I am bad at finding that kinda stuff lol

He meant if he used his key code from the Amazon version (I'm presuming it has one) to activate it on Steam (TW2 is one of the games that allows this), not just add it as a non-Steam game. To Laughing_Man, activating a game on Steam is the same as buying it on Steam - it gives you the Steam version to be downloaded at any time as per usual - so yes, it will update.
