So I have a gift card for amazon and I can get this game for around 10 bucks. I however wanna know if I can run it at a decent pace (60 FPS matter not to me. Above 30 fps would be fine)

    ATI Mobility Radeon HD 4650
    Intel(R) Core(TM)2 Quad CPU Q9000 @ 2.00GHz
    CPU=2.0 Ghz
    4 gb ram

On a side note I plan to play in window mode at 720 p since my laptop does not support 1080

I check "Can u run it" And its saying pass for everything but video card. But does not say which aspect of my video card fails.

I don't know exactly, but with that resolution and frame rate, I would say it's very likely...

I think you'd be fine. here are the minimum video card requirements, not sure you if you've already seen these but:

    Video RAM 512 MB

    Pixel Shader version 3.0

    Vertex Shader verson 3.0

And yet it says I fail. So I do not get it. I bet its miss reading my video card. "yougamers" claims I have like 25 MBs of video card memory and I was like" Thats...not even a real number for video cards"

I think you'd be fine. it could be confusion caused by the fact that you have a mobile chip, but if you lower the graphics and the resolution I think you'd be good to go.

Probably, I can get around 20-25 fps with everything on low on my laptop and it has a GT 240m, a HD 4650 is slightly more powerful so maybe you'll get 30 fps

With TW2, you're going to want to turn off UberSampling and SSAO before anything else. Those two alone will cut your framerate by a significant amount.

No matter how much stuff you turn down, the game still looks great which is nice - lots of comparisons between max and min settings and the difference in visuals isn't huge.

So are you saying I can run it decently? I also intend to turn off bloom. It hurts my eyes cause I play in a dark room.

Going off of these twopages I'd say your GPU is about 5-10% faster than mine.
This is what the game will look like when running with every thing on low. You my want to try before you buy.

It should run. Your GPU supports PS 3.0, and it nearly even reaches the "Recommended" examples.

Here's a proper requirements chart. System Requirements Lab sometimes bugs out.

    Minimum:
    OS: Windows XP SP2 / Windows Vista SP2 / Windows 7 (32/64-bit)
Processor: Intel Core 2 Duo 2.2 Ghz or AMD Athlon 64 X2 5000+
Memory: 1 GB Windows XP / 2 GB Windows Vista and Windows 7
Video Card: 512 MB RAM, supporting Pixel Shader 3.0 (Nvidia GeForce 8800 or ATI Radeon HD3850)
    Recommended:
    OS: Windows XP SP2 / Windows Vista SP2 / Windows 7 (32/64-bit)
Processor: Intel Core 2 Quad or AMD Phenom X4
Memory: 3 GB Windows XP / 4 GB Windows Vista and Windows 7
Video Card: 1 GB RAM, supporting Pixel Shader 3.0 (Nvidia GeForce GTX260 or ATI Radeon HD4850)
    Additional Requirements:
Sound Card: compatible with DirectX 9.0c
HDD: 16 GB of disc space
Disc Drive: DVD x8, compatible with DVD9
    Installation requires administrator access.
Game supports Xbox 360 controller for Windows.

@The_Laughing_Man: TW2 will run fine. There's been significant performance improvement for midrange GPUs like yours in the last patch. Just make sure Ubersampling and SSAO are both off.

You know there is one option to check if the game can run fine... afterwards just purchase the game legitimately after you've checked.

It won't update through Steam. Steam version of Witcher 2 has seperate patches due to the way CDProject has it set up and the way Steam patching works, it made Steam patches for Witcher 2 be 9 gigs all the time.

If you buy it through Amazon just let the game's launcher automatically update it for you.

He meant if he used his key code from the Amazon version (I'm presuming it has one) to activate it on Steam (TW2 is one of the games that allows this), not just add it as a non-Steam game.  To Laughing_Man, activating a game on Steam is the same as buying it on Steam - it gives you the Steam version to be downloaded at any time as per usual - so yes, it will update.

If you mean try to activate it on Steam, there's no reason not to, even if you don't plan to download and play it there.  If you just mean should you try to get the game at all, absolutely, your system should run it well enough.

This is why every PC game should have a brief demo available or something.

You can probably run it, but it will be on low, or if not the lowest graphical settings. But i've seen low, and it's not really that bad in terms of graphical quality so.
